Stain penetrates and colors the wood while letting grain show. Paint sits on top and eventually peels outdoors. Sealer is clear and protects but doesn't change color. For Pittsburgh decks, stain is almost always the right call.
A proper strip-sand-stain job should last 2-3 years on a heavily-used deck, 3-5 years on fences and less-trafficked surfaces.
